The official in charge of Medicare and Medicaid for the last 17 months says that 20 percent to 30 percent of health spending is “waste” that yields no benefit to patients, and that some of the needless spending is a result of onerous, archaic regulations enforced by his agency.

The official, Dr. Donald M. Berwick, listed five reasons for what he described as the “extremely high level of waste.” They are overtreatment of patients, the failure to coordinate care, the administrative complexity of the health care system, burdensome rules and fraud.

“Much is done that does not help patients at all,” Dr. Berwick said, “and many physicians know it.”

As usual the problem is not so much big government as incompetent, redundant and/or fraudulent government. I honestly believe that the 20-30% estimate is conservative. Want to get better health care to people while lowering costs? A comprehensive, good-faith effort to address the issues outlined by Dr. Berwick seems like the place to start.

I agree that the estimate of the amount of wasted resources within our Health Care Delivery System by Dr. Berwick is likely conservative. I enjoyed reading the article and found these two paragraphs most important to me.

Dr. Berwick said most of the criticism by Republicans, who warn of a government takeover of health care, was "purely political, a world of sound bites." In the interview, he lashed out at Republicans who depict him as an advocate of rationing health care.

In 2009, he told a biotechnology journal, "The decision is not whether or not we will ration care — the decision is whether we will ration with our eyes open."

"My point," he said, "is that someone, like your health insurance company, is going to limit what you can get. That's the way it's set up. The government, unlike many private health insurance plans, is working in the daylight. That's a strength."

More like purely business--as in bad for the health insurance sector's profits.
